This is an update of the Projects System that introduces the following changes:

- The quarterly project pot is 3% of official liquid AUM (the same non‑MOONEY treasury figure used in the finance overview), rounded to the nearest $500. It is no longer 5% of a larger base that includes staked ETH.
- The top three Senate‑passed proposals, ranked by Member House voting power, are funded. The top‑50% rule and the 3/4 knapsack cap are removed.
- Each funded project receives a grant of min(what they asked, ¼ of the pot). They cannot receive more than ¼. They do not receive more than they asked for.
- 10% of the pot still goes to the Contributor Circle in USDC, as today. That circle also still receives its share of the vMOONEY emission.
- After the three grants and the 10% community slice, whatever is left is the retroactive USDC pool. If all three winners take the full ¼, that leftover is 15% of the pot, plus any unused grant room from teams that asked for less. Members still allocate that po

Project System Update (v9.0)

NASA has published Moon to Mars and Artemis architecture plans for long-term human activity on and around the Moon. These plans include surface habitats, lunar terrain vehicles, pressurized rovers, power systems, science operations, cargo, communications, and activity around the lunar south pole, where sunlight, shadow, terrain, and possible water ice all affect mission design.

This project turns those lunar concepts into clearer, interactive plans. Builders will be able to show, test, improve, and share mission concepts with the community. The goal is to create useful open infrastructure that helps space architects, students, researchers, and future project teams design better lunar missions together.

We will do this in LunCoSim, an open simulation toolkit for planning and testing Moon infrastructure before it is built in the real world.

Humanity is preparing to return to the Moon but before we can build habitats, landing pads, or mining infrastructure, we need to answer a simple question:

How do we know the ground is safe?

Today there is no open, standardized framework that defines how lunar terrain should be evaluated and prepared before infrastructure is deployed.

This project proposes creating the Lunar site qualification framework: an open technical methodology describing how robotic systems can assess, characterize, and qualify lunar terrain for future missions.

I would like to propose the purchase and installation of new vacuum chamber components at the University of New Mexico's human rated altitude chamber. I would also like to propose open testing opportunities to support lunar human habitation research within the community. The budget for the project is about $300 over the maximum but I will cover that out of pocket myself.

Through a 7 day immersive program, Solidarity Space Kits, teacher training, and regional replication, the project delivers hands-on science, technology, engineering, arts, and mathematics experiences that build skills, emotional resilience, and a culture of curiosity. Mission Cosmic Colombia

We are building a tiny, high-tech space science experiment (a satellite payload) that will launch into space on a real rocket! Think of it like packing a "Space Backpack" with special sensors to measure radiation and temperature up in orbit. To make it fun and easy for everyone to learn from, we are creating a cartoon story series featuring a character named Luzinha the Space Scout. Kids and students will get to follow her adventures on social media, see her live data, and learn how real satellites work, and use the satellite for high school student analog mission. The mission is called LUZINHA: Lakbay (PH: Journey) Universo (PT: Universe) & Zenith: International Network for Hands-on Astroeducation.

Satellite Payload and Secondary Education Project

Anna Shaposhnik is proposing the funding of a small deployable stabilizing camera capsule for capturing 3rd person point of view of rocket deployment and the fall to Earth. The project is unique for its compact size and use of common off-the-shelf hardware. This project is a technology step in her company ORBES (https://orbes.space) larger vision of providing new ways to document space projects.

Problem

Rockets and satellites don't have a 3rd person POV, yet visual imagery is one of the most important exports from space missions. Blue Origin is among the first to give us stunning 360 view of the new Shepard deployment. As we look to the future, engineering robust and small tools to capture dynamic shots of a mission will be paramount, both for LEO, the Moon and Mars.

Space is the future for our civilization, and while substantial work is being done to physically get us there quicker and for less money, we still need to work to ensure that people can live and work while in space. Specifically, we need to make sure that more than just a very select few can leave our world. Our Automatic Injection System is designed to administer medications to astronauts without them having to think about it. This allows them to focus on the tasks at hand and not worry about their next dose. PULSE (now know as TOGO) : Enabling  Automated Medicine Delivery During IVA & EVA

MoonDAO will sponsor one seat on a two-week simulated Mars mission at the Mars Desert Research Station (MDRS) in the Utah desert, operated by the Mars Society, during the 2026–2027 field season. The person in that seat lives and works as a full crew member on a simulated planetary base, wears an analog spacesuit for every excursion outside the habitat, follows the same daily operations and reporting the rest of the crew does, and runs one or two science experiments designed with the help of a professional researcher. Everything the crew member records is shared openly, so MoonDAO and the wider public can use it to plan real human settlements on the Moon and Mars.

Astronauts who see Earth from space often experience a profound shift in worldview called the Overview Effect. Despite decades of astronaut testimony, no one has ever done a rigorous, large-scale analysis of what these experiences actually have in common, how they vary, or what psychological mechanisms drive them. TORI Stage 1 will build the first comprehensive research database of Overview Effect accounts by systematically coding astronaut memoirs, interviews, oral histories, and mission transcripts. The result: an open-access archive and a peer-reviewed publication establishing empirical patterns in Overview Effect experiences, giving the space community (and MoonDAO specifically) a scientific foundation for understanding how space travel transforms human consciousness.

The Overview Research Initiative (TORI): Stage 1

Some people, though, are naturally tougher: their genes make them more resistant to bone loss, radiation damage, or muscle wasting. The Spacefarer Phenome project wants to find gene variants that confer this resistance, and use them as a roadmap to develop drugs that could protect any astronaut.

Building Toward MoonDAO  Lunar Celebration at ESCDC

We will design a simulation tabletop game that will be used as a tabletop exercise at workshops, universities, and conferences. Participants would step into the role of a government or commercial space company operating in a future lunar economy. The simulation will also include a Lunar Development Cooperative (LDC), which aims to create hubs on the Moon serving LDC members who all follow shared standards and rules of conduct.

Using a portable inflatable planetarium, a projector, and a telescope, along with educational materials and workshops, engaging activities will be carried out for children and young people. In extreme or confined environments like spacecraft, analog habitats, or remote Earth locations giving yourself a shot is difficult. Gravity doesn’t help, spaces are tight, and even small mistakes like needle jams, backflow, or sensor errors can be dangerous. Medicines such as anti-nausea drugs, painkillers, antibiotics, allergy treatments, or even cancer therapies need precise delivery to keep people safe. Pulse v0 is a bench-top prototype, built to test whether a wearable can reliably and safely deliver medication without putting anyone at risk. 🌊 MoonDAO x Wave

Space is a new frontier in biology for two reasons: firstly we can use the lack of gravity for experiments that outperform terrestrial settings, and secondly because we need a whole set of new technology and know-how to tackle the space environment for human life. This project will produce a shared, peer‑reviewed technical baseline for MoonDAO’s future biological mission design and funding. The paper will collect and organize research, examples, and companies into a reliable review paper to help guide the whole sector. This helps MoonDAO and others understand the landscape of space bio, helps direct research, funding, and policy. The work will be coordinated by Expanse Bio, a new hub accelerating space biotech. According to the [MoonDAO roadmap](https://docs.moondao.com/About/Roadmap) the organization should start designing Lunar Settlement this year. Rovers are major elements of it.

No unified standards for lunar rovers exist. By supporting this initiative, MoonDAO fulfills its mission and establishes itself as a leader in lunar exploration.

The standard should cover all the aspects of rover design, from the physical interface to the software stack.

Rover projects can realize immediate benefits by adopting specific components of the standard, such as command protocols, even without full implementation.

To succeed we need to form a global collaboration and adopt the standard. To secure the necessary resources, we plan to leverage the MoonDAO launchpad.

Phase Two focuses on preparing for a launch via the MoonDAO launchpad, formalizing community development processes, and establishing the initial draft of the standard.

Lunar Open-source Rover Standard (LORS) - Phase Two

We want to run a workshop where university students imagine how people might organize and make decisions in space. Instead of teaching them the rules that exist today, we give them tools to think creatively. Students from ecology, regenerative systems, climate justice, and law will explore ideas like: How do communities on Earth share forests or water fairly? How does nature reuse everything in circles? Then they ask: Could any of this help us work together better in space?

Access to space and space-like conditions (low pressure, temperature extremes, low gravity, radiation, etc) is still one of the leading needs in the industry. Flight capabilities for scientific exploration of Earth and our solar system, as well as the need to validate new technologies to be used for such endeavors.  
I would like to propose a weeklong, hands‑on workshop for the Maldives Space Research Organization (MSRO) to take place at the Addu Atoll in the Maldives, focused on teaching their emerging space agency how to build, fly, and recover stratospheric polyethylene balloons capable of carrying 1000’s of pounds to near space.

Open Pathways to Space: Democratizing Space Analog Missions in Brazil’s Semiarid is a project about giving 4 people from all over the world a fair chance to experience what it is like to prepare for space through a participation in a space analog mission in Habitat Marte space analog station based in Brazilian semiarid. The mission will happen from October 12th to 16th, 2026.  
Going to space usually feels like something only a few countries or people can do. This project wants to change that. We use a special place on Earth called Habitat Marte, a space analog station located in Brazil’s semiarid region. This environment looks and feels a bit like the Moon or Mars: dry, remote, and challenging. Because of that, it is perfect for practicing how humans might live and work in space.

Open Pathways to Space: Democratizing Space Analog Missions in Brazil’s Semiarid

We launched a pyramid to the moon in January 2025 with Meme World Order, LifeShip, and MoonDAO - a physical artifact containing a private key that maps to crypto wallets from multiple communities. Now we're building the digital infrastructure to keep that mission alive and bring new people into space culture. This proposal funds a Base mini-app that tracks the lunar pyramid's wallet balance in real-time, shows its location on the moon, and lets people submit digital art and messages to add to the bounty. The goal is simple: make space interesting again for retail crypto users and grow the lunar bounty into something impossible to ignore.

This follow-up proposal builds upon the exceptional success of the Art Rocket Project in Brazil, highlighting the extensive creative, technical, and community‑driven work completed between July and November 2025. The team not only achieved but significantly exceeded the original objectives—producing 14 professional‑quality videos, composing original music, ensuring copyright compliance, and developing outreach initiatives such as the Baikonur Contest, which successfully attracted new MoonDAO citizens and continues to expand community engagement.

The Q4 initiative focuses on finalizing and publishing these videos, which document MoonDAO’s humanitarian impact, astronaut Eiman Jahangir’s outreach, and the collaboration between MoonDAO, the Unity Foundation, and Brazilian partners, as well as the Baikonur launch coverage. It includes the publication of photos and videos from the launch, featuring MoonDAO citizens and the contest winner, and a follow‑up campaign to engage and onboard new M

Follow-up on Art Rocket Project Brazil

The Lunar Open-source Rover Standard (LORS) creates a shared framework for designing, building, and operating lunar rovers—like CubeSat standards did for satellites. Every team builds rovers differently, wasting time and money. LORS changes this by researching what standards exist, mapping who’s building rovers, and creating a roadmap for an open standard everyone can use.  

This Phase 1 is a research—collecting all the relevant information in one place and making a plan.  

When finished, anyone—from students to startups—will have a clear path to build compatible lunar rovers without starting from zero.

The purpose of this proposal is to lay the foundation, in November and December of 2025, for the Overview Effect Comparison Project campaign, to be launched in January of 2026. Key milestones/objectives/goals for this project include contacting launch service providers, identifying potential supporters, writing a strategic communications plan , and developing promotional materials .  The result of this project will be an executable plan to raise funds for OECP.

This proposal is focused on driving growth within MoonDAO with initiatives that support each stage of the growth marketing funnel - from awareness, adoption, activation, engagement, retention, and revenue.

Accelerate MoonDAO Growth

Over the past six months MoonDAOs executive branch has been focused on creating sustainable revenue via new initiatives and adding value to our core services like Citizens and Teams and the MoonDAO website, all while continuing to execute on the core functionality of community operations such as governance, incentives, and social media, while having an eye for how to reduce cost of maintenance for DAO operations by developing automations and workflows in-house. This proposal is an extension for six more months of budget, with the core deliverable being our flagship launchpad initiative to generate sustainable cashflows for the DAO.

Executive Branch Proposal Q4 2025 - Q2 2026

In the last year the executive branch created automations and workflows for most basic operations to reduce the overhead of maintenance substantially across Governance and Incentives. Separately, the team has been working in the form of quarterly projects to drive revenue for the organization, specifically the Space Acceleration Network, Launchpad, and affiliate sales for partners. This proposal is focused on using those revenue-generating systems to achieve sustainable cash flows for the DAO. This is a six month budget for MoonDAO to operate from Q2 2025 to the beginning of Q4 2025 to attempt to achieve that level of sustainability, shifting the focus of the executive team from mere maintenance of operations, to growing the onchain annual recurring revenue of the organization.

A high-impact scientific experiment (NASA’s *Rodent Research-20/RR-20*) flown aboard the ISS in 2023 was recently defunded due to NASA budget cuts. The data from this experiment - and more importantly the future data that could be collected from the subject mice colony - is exceptionally valuable to humanity’s future settlement of space, due to its unique focus on mammalian reproductive systems and long‑term genetic impacts of spaceflight. MoonDAO member organization Advanced SpaceLife Research Institute (ASRI) has been developing a crowd‑raise funding campaign in cooperation with MoonDAO to raise a target equivalent amount of $1.5 M USD, which would extend/fund the RR‑20 experiment for an additional three years at University of Kansas Medical Center (KUMC). Additionally, MoonDAO intends to use ASRI’s *RR‑20* crowd‑raise campaign as a flagship project for its newly upgraded platform, but both ASRI and MoonDAO require additional time to adequately prepare for the official launch.
